It is BRAND NEW deluxe helium quality, in a sealed package from the manufacturer. It is not filled, you can fill at your local store, or rent a helium tank. You can also air fill it and tape to the wall. The latex balloon will need to be tied or use balloon clips which I carry in my store. Latex balloons when filled will last 12-24 hours.
