This document collection presents the history of the Russian constitutional legislation from the first oligarchical drafts of the 18th century to the legislation about the Duma in the February revolution of 1917. It includes fifty documents with suggestions about limitations of monarchic power for the sake of other social institutions: the Supreme Secret Council (1730), Senate and the Imperial Council (1754), Duma (1905), etc. Among the authors of constitutional legislation and suggestions were: Matiushkin, Dmitriev-Mamonov, A.M. Chekasskii, Trubetskoi brothers, P.I. Shuvalov, N.I. and P.I. Panins, A.A. Bezborodko, A.N. Radishchev, M.M. Speranskii, N.M. Murav"ev, P.A. Valuev, M.T. Loris-Melikov, S.A. Muromtsev, etc. The publications is prefaced by three historians: A.N. Sakharov, S. Bertolissi (Napoli, Italy), A.N. Medushevskii. Comments.
