It is part of the real estate. It is impossible to have a schoolhouse where teachers are employed by the county unless it stands on its own property. Mr. Avis. Is not that also true of public roads? Mr. Thurmond. Yes. sir; that is true of public roads. There is no town or miliion village or community in Logan County that does not have a public road pass through it. Csually this road has been there long before the mining town., Mr. Avis. Mr. Thurmond, it has been stated here that the companies generally belong to the State association and the national association. I wish you would state the objects and purposes of these national and State associations. Mr. Thurmond. We have a State organization in West Virginia, and its entire time is given up now and has been this year to handling freight differentials. The coal operators of Ohio, in.seeking to keep West Virginia coal out of their territory Mr. Vinson. That includes Illinois and Indiana. Mr. Thurmond. Th"s particular case does not. It is known as the Ohio case: but similar actions have been up. The Ohio operators have undertaken to secure, through the Interstate Commerce Commission, a widening of freight differentials as between West Virginia and Ohio for coal moving into Ohio points. That would be very disastrous to us, and we do not feel that the long established differential should be disturbed: and it has taken up a goixl deal of our time. The State association has handled that matter, and that is one of the principal objects of the State association, to protect the industry along that line. Mr. Avis.
