EMERGING NATO: Challenges for Asia and Europe
Within the European theater, NATO has supported the European project of "integration". It is guided by the belief that Europe as a strong and cohesive unit will provide an additional leverage in consolidating the transatlantic relations. However, EU-NATO relations are now facing several challenges. Differences in approach in addressing the security problems have complicated the issue. The EU, though suffering from an East-West divide, is demanding more autonomy in security and military matters outside NATO. The Atlanticists, on the other hand, have argued over the duplication of any security arrangement other than NATO. In Asia, there is a great interest in the changing architecture of NATO. Analysts are examining the extent of NATO"s eastward expansion and how would Russia and China respond to this expansion. At the same time, strategists argue that there are areas of cooperation too. The NATO initiatives to participate in UN sponsored peacekeeping operations in Asia are viewed as cooperative moves. Some even argue that the new NATO will provide a platform for cooperation in joint development of the Military Industrial Complex and shape greater integration of defense-related industries. The journey of NATO from an alliance based on collective defense to an alliance based on an amalgamation of collective defense, collective security and common security is worth studying. Emerging NATO is the outcome of an international conference that discussed and critically analyzed the issues outlined above and adds to the discourse in the area of security and strategic studies.
