This final report of the CSIS Project on Unilateral Economic Sanctions concludes that U.S. diplomacy toward any given country should be comprehensive and continuous. Disagreements will occur, but comprehensive ruptures should be rare. Sanctions, when warranted, should be part of this total diplomacy. In short, U.S. authorities should have greater confidence in the positive influence of the messages sent by U.S. business, nongovernmental organizations, cultural programs, and the regular inflow of visitors and news.
