Keen to cushion themselves against a revolutionary and unstable Russia, the Allies enthusiastically accepted the demands made by the Baltic states. Before long, however, this intended buffer zone became a cordon for the Soviets against the West, with Russia"s influence fluctuating in these territories ever since.
