This work gives an holistic view of local government decentralisation and democratisation in the Southern African Development Community (SADC). South Africa and other countries in the region have undergone processes of fundamental political, economic and social restructuring. Among these countries are Mozambique, Zambia, Malawi, Lesotho and Namibia. The author reflects on the strategic and paradigmatic shifts in these countries and examines how their restructuring has affected local government structures in countries such as Angola, Mauritius and Tanzania.
