An analysis of the nature and social significance of bureaucracies inside socialist, or what were socialist, countries. The recent, fundamental changes in the four countries treated in this study are merely beginning to manifest themselves beyond the political realm. They have not yet had deeply penetrating effects on things "bureaucratic". The authors of this volume examine the potential for change of these bureaucracies as well as their deeply-rooted, enduring and change-resistant features.
