The scientist, George Pencliffe worked on explosives for a secret U.S. laboratory establishment. He steals part of the formula and makes and sells an explosive device to the Colombian Mafia. He and his henchman Lance Emmett surround themselves with ex-Special Forces personnel and use them to help sell the explosive and strong-arm protection. Pencliffe and Emmett made the mistake of double crossing one of this group; A man, who, to avoid genocide charges in Vietnam, has assumed the identity of a dead comrade and is ruthless when crossed. He starts his campaign by killing both the scientist and his henchman. John Power a Lieutenant in a small city Police Force is the man charged with solving the case. The FBI, who does not want the whereabouts of the laboratory revealed, provides a Liaison Officer, David Mason to offer help and advice. Power has a squad of faithful colleagues to help him tackle this and other crimes around the city.
