He starts his campaign by killing both the scientist and his henchman. John Power a Lieutenant in a small city Police Force is the man charged with solving the case. The FBI, who does not want the whereabouts of the laboratory revealed, provides a Liaison Officer, David Mason to offer help and advice. Power has a squad of faithful colleagues to help him tackle this and other crimes around the city.
