They are BRAND NEW deluxe helium quality balloons. I purchase in bulk and place the balloons in ziploc bags. They are not filled, you can fill at your local store, or rent a helium tank. You can also air fill it and tape to the wall. The latex balloon will need to be tied or use balloon clips. Latex balloons when filled will last 8-24 hours, best to inflate right before your event.
