This report examines the relationship between local government and voluntary agencies and explores the main difficulties and sources of stress that can arise through working together. It highlights that local authorities are finding it hard to identify sufficient voluntary sector providers to develop a true mixed economy of care and that changes in funding mechanisms are giving rise to problems.
