As the Member-clause stood it ran: "He shall have been regularly educated as a Civil Engineer according to the usual routine of pupilage, and have had subsequent employment for at least five years in responsible situations as Resident Engineer, &c.;" therefore a Member, as regarded his then occupation, was admitted upon easier terms than those which applied to an Associato Member. It appeared to the Council that the two classes ought to bo put upon an equality, and that the words "and shall be actually engaged," should be inserted in reference to Members. With respect to the admission of Students, the By-laws as they stood imposed a verbal obligation which might not obtain with the Corporate Member who was privileged to propose a Student. A Student was not accepted unless he declared he was studying with the view of following the profession of a Civil Engineer. It appeared to the Council desirable that the words expressing the intention of the Student should be those words which have been so fully considered as being the best to apply to the condition of Associate Membership, namely, an intention of being "engaged in the design or in the construction of such works as are comprised within the profession of a Civil Engineer, as defined by the Charter." As some slight misapprehension exists as to the effect to be given to the condition, which now applies to Members as well as to Associate Members, that the candidate shall be "actually engaged at the time of his application for election, in the design or in the construct...
