At the request of Congress, the Agency for Healthcare Research and Quality (AHRQ) has, for the past five years, annually produced the National Healthcare Quality Report (NHQR) and National Healthcare Disparity Report (NHDR), identifying areas where healthcare has improved and also major shortcomings. At the AHRQ"s request, the Institute of Medicine evaluated the current reports and developed recommendations regarding their future content and presentation. This document explores a more forward-looking and action-oriented vision for the reports, tied to national priorities and a national quality improvement strategy; presents an updated framework for the reports; suggests a more quantitative and transparent measure selection process; suggests areas for measure and data source development, and identifies areas for data enhancement; recommends changes to the data presentation to illustrate the best levels of performance that have been achieved; and suggests likely areas requiring additional resources to support the recommended changes.
