Presented at the January 2007 conference, these papers focus on five basic themes: higher education and migration, private-public provision of higher education, financing, technological innovation linkages between universities and industry, and the relationship between higher education and labor markets. Papers on migration and higher education have found regional "brain drain," unique in that those moving to get the best jobs are remarkably cooperative with each other. The conflict between private and public provision of higher education continues, and the report on finance indicates developing economies should consider options carefully before jumping at the model set by developed economies. Two papers show how the relationship between local industries and universities affects economic development and innovation, and a paper on labor markets focuses on India"s rapid development and specialization in technology.
