Shiu-Hing Lo (political science, U. of Waterloo, Canada) examines activities across the borders between the three entities by organized crime groups and individuals, as well as terrorism, assassination, and espionage as crimes against government. After surveying types and patterns of crime, he describes the response of mainland China at the national, provincial, and local levels and by post-colonial states in Hong Kong and Macao.
