This volume constitutes the refereed proceedings of the International Conference on High Performance Networking, Computing and Communication Systems, and the International Conference on Theoretical and Mathematical Foundations of Computer Science ( ICHCC -ICTMF 2009), held in Sanya, Hainan Island, China, in December 2009.
