According to Campos (Governance Adviser for Bangladesh, World Bank) and Pradhan (director, Public Sector Governance Group, World Bank), a road map or value chain approach to understanding corruption is advantageous because it orients policy makers towards results that a sector or core process is supposed to achieve, helps provide a more structured picture of corruption problem areas and links between problem areas, helps point to key corruption vulnerabilities along the value chain, and offers a vehicle for developing measurable indicators of corruption. The 12 chapters in this volume open with discussion of how to apply the road map approach to health sector drug delivery, teacher absenteeism in the education sector, the forestry sector, the transport sector, the electricity sector, the energy sector, and water and sanitation.
