In may of the1918 the Cossack Circle of rescue of Don selects Krasnov the ataman of the Don Army which turns to independent state formation with the constitution and the government. When Denikin demands from Krasnov submission of Don to command of Voluntary army, Krasnov, understanding powerful separatism of Don, opposes to it. But economic dependence on allies compels it for the consent. In the absence of the promised help of an army come to frustration, and Krasnov is compelled to resign.
