Not illustrated. 1884 Excerpt: ...adopt measures for ascertaining the traffic-weight per yard width in a street before deciding to lay down wood pavement, as such information might prevent contractors from submitting a maintenance-tender regardless of the duty the pavement has to perform, and that complete records of annual cost and wear should be kept. He again ventures to remark that it cannot be too strongly urged that the greatest discretion should be exercised in the acceptance of tenders for construction and maintenance, and that no reasonable expense should be spared in providing ample and competent supervision.
